ICT Regulation Initiative
BITS is leading the push to establish a formal, structured regulatory environment for the ICT profession in Botswana.
Why ICT Regulation Matters
Information Technology underpins virtually every sector of the modern economy — from healthcare and finance to education, government and national security. As Botswana pursues its digital transformation agenda under Vision 2036, the need for a well-regulated, professionally competent ICT workforce has never been more critical.
Without formal regulation, there is no consistent standard for who can call themselves an ICT professional, no mechanism to hold practitioners accountable for ethical breaches, and no protection for the public and organisations that rely on ICT services. BITS is working to change this.
BITS' Role in ICT Regulation
As Botswana's registered ICT professional body, BITS has a Constitutional mandate (Article 3) to:
- Develop and promote acceptable performance standards, codes of conduct and practice for the IT profession
- Promote legislation designed to protect the integrity of the ICT profession
- Provide leadership and direction in the area of information technology
- Establish contact with national, regional and international professional bodies for exchange of ideas and standards
- Protect the interests of the Society and the profession as enshrined in the Constitution
Key Pillars of the Regulation Initiative
Regulatory Framework
Defining the legal and structural framework that governs ICT practice in Botswana — including roles, responsibilities and enforcement mechanisms.
Learn more →Code of Ethics
A binding code of conduct and professional practice that all BITS members subscribe to and uphold as a condition of membership.
Read the Code →Professional Registration
A formal registration system that recognises and certifies qualified ICT practitioners, similar to professional bodies in medicine, law and engineering.
Learn more →Competency Standards
Internationally aligned competency frameworks that define what a qualified ICT professional in Botswana must know and be able to do.
Learn more →Stakeholder Engagement
Effective ICT regulation requires collaboration across government, industry, academia and the broader ICT community. BITS actively engages with:
- The Government of Botswana — including the Ministry responsible for ICT and related regulatory bodies
- Academic and training institutions that produce ICT graduates
- Private sector employers of ICT professionals
- Regional and international ICT professional bodies, including through participation in TICON Africa and the IFIP application process
- The general public, through consultation documents and open forums
BITS members can participate in standards committees and contribute to regulatory consultations. Become a member to get involved.
